Closes #52.

Setting: Settings > System > Install updates, When asked (default) or By itself.
Quiet moment: a release found by the daily check is offered once no key was pressed for 2 minutes and nothing would be cut by a restart (Track, Capture, file operation, upload, scp, SSH session, web share, noise test, another update).
Question: over whatever App is open, Update to vX? with Cancel / Accept and a 30 s count; the screen lights up if it was off. Cancel lasts until the next day's check; Accept or no answer downloads, installs and restarts.
Record: each update that held (and whether it installed by itself) and each one undone is a dated line in /system/updates.log.
Docs: guide (updates, settings), README, milestone R1.

Tested

Host tests: 621 pass, 11 new.
On the device: the question and its count, Cancel, and an unanswered question installing v0.23.0 and restarting; the record written at each confirmed update.
Not checked on the device: "by itself" in the record, the 2-minute idle rule and the busy cases (host tests only), a dark screen lighting up.

Updates: when a release may install by itself, as a state machine 17651cb911

Issue #52: once a newer release is known, wait for a quiet moment, ask
for 30 seconds, and install unless the answer is no. The caller says
what busy and idle are. Host-tested.

whatever App is open, with Cancel and Accept, and installs after 30 s
without an answer. Each update that held, and each one undone, is a
dated line in /system/updates.log on the card.

Tried on the device: the question, Cancel, and an install of v0.23.0
left unanswered.
